敇勒川文化旅游度假区总占地30平方公里，项目以蒙元文化为建造主题，主体规划有元朝疆域为主题的盛元广场、忽必烈大酒店、哈素海风情码头、成吉思汗大剧院、十二草原部落、哈素海国际风情水都、蒙古利亚博物馆渔牧业体验等等主体区域。设计深掘蒙元文化，落实到从装饰、形状、材质各个方面贴合文化主题。如以祥云做装饰、佛塔做主体形状、马蹄做入口门、石砖刀斧印记凸出历史厚重感。
